Preliminary
1.1 Short Title and Commencement
1. These by-laws may be called the Indian Institute of Mass
Communication (Services) By-laws.
2.They shall be deemed to have into force on 22nd January, 1966
3. Application
- These by-laws shall apply to every-employee of the Institute
- Not withstanding anything contained in clause(1), the Executive
Council may, by agreement with any employee make such special
provision regarding by-laws shall not apply to employee to the
extent to which the special provision are inconsistent therewith
4. Interpretation
- In these by-laws, unless the context otherwise requires
- "Administrative Officer" it means the
Administrative Officer of the Institute
- "Appointing Authority" in relation to any post
under the institute, means the authority competent to make
appointments to that post under these by-laws
- "Borrowed Employee" means an employee of any other
authority whose services are obtained by the Institute on loan
- "Controlling authority" means
- in relation to post in Grade IV, the Administrative
Officer
- in relation to posts in other grades, the Director
NOTE: With the abolition of the post the words "Administrative
Officer" are proposed to be replaced with the words "Assistant
Director"
- "Employee" means a person serving the Institute in
any post specified in the First Schedule
- "Foreign Service" means service for which an
employee receives, with the approval of the Controlling
Authority, his pay from any source other than the funds of the
Institute
- "Pay" means the pay admissible on the relevant date
and includes special pay and personal pay, but shall not include
any allowances, fee or harmonium and
- "Schedule" means a schedule to these by-laws
5. All words and exceptions used but not defined in these by-laws
and defined in the rules of the Institute shall have the meaning
respectively assigned to them in the said rules |
