1. Vision and Mission of IIMC |

| 1.1.1 The Indian Institute of Mass Communication is a national Institute and an advanced centre of excellence for training, teaching and research in the area of mass communication. This Institute is constituted as IIMC Society, registered under the Societies Registration Act (XXI) of 1860, and is functioning since 1965 and as an autonomous body since 22 Jan 1966 with the support of grant-in-aid received from the Government of India through the Ministry of Information and Broadcasting. | ||
| For the needs of the Eastern region of the country a branch of the Institute was setup at Dhenkanal in Orissa in 1993. Similarly, the Institute is also setting up collaborating centres at Dimapur (Nagaland) and Kottayam (Kerala) to cater to the needs of the training and research facilities in the field of Mass Communication of the respective regions. | ||
|
1.1.2 Every student enrolled in any of the teaching,
training programmes and / or involved in research studies in the Indian
Institute of Mass Communication (IIMC) avails the services of the Institute.
This charter is a commitment of the IIMC to provide to every such person the
requisite services in a transparent, equitable and accountable manner. |

1.1.3 Mass communication has emerged as a major area of
activity for the overall development process of the society / community and
for the country as a whole. It has acquired importance and has become a major
attraction for the students all over the country. The rapidly changing
information technology has significantly contributed to the expansion of mass
media. It has also posed major challenges for students, teachers and
practitioners of mass media. |
||

2. DETAILS OF ACTIVITIES OF IIMC |
||
|
2.1.1 The main activities of IIMC are as following : |
||
|
(A)
To organise teaching, training and research programmes in the use and
development of media with special reference to the requirement of
socio-economic growth in the country; (B)
To provide training to the
information and publicity personnel of Central and State Governments; to make
available facilities for training and research
to meet the information and publicity needs of
the public and private sector institutions; (C)
To organise lectures, seminars and symposia on problems connected with
mass communication, information and publicity in collaboration with
universities, educational and research institutions as well as trade and
industry; (D)
To organise refresher courses, summer schools and to invite mass
communication experts and research scholars from within the country and abroad
for delivering lectures and / or udertakings research. (E)
To print, publish and exhibit any magazine, periodical, monograph or
poster that may be considered desirable for the promotion of the objects of
the Institute; (F)
To assist and associate itself with efforts of other academic bodies,
governmental or non-governmental, for the furtherance of the objects of the
Institute; (G)
To award scholarships, fellowships, monetary assistance and prizes with
a view to promoting interest in studies and research in mass communication; (H) The Institute undertakes both commissioned and sponsored research projects / activities in the field of Mass Communication. |

3. DETAILS / TYPES OF CLIENTS AND CUSTOMERS |
||
| 3.1.1 Being the centre of excellence in imparting academic and research activities in the area of mass communication, mostly the clients and customers are as following : | ||

Students enrolled for the regular Post-Graduate Diploma courses; 2.
Probationers of Indian Information Service Officers deputed ( for two
years training); 3.
Working journalists from developing countries pursuing courses in
Development Journalism and Journalistic skills of various media. 4.
The personnel from different media related organisations who come from
various Institutions of Central, State and Public Sector units for pursuing short term courses as per schedule of the
Institute. 5.
The invitees / experts who participate on invitation of Institute,
whenever the seminars, conferences are scheduled. 6.
The professionals / advisors taken in various communication research
projects apart from the regular staff of IIMC. 7.
The faculty, supporting staff and administrative staff of IIMC, who are
working for discharging various assigned duties for carrying out the
activities of the Institute. 8. Ministry of External Affairs, Ministry of Finance and Indian
missions abroad. |

4. SERVICES PROVIDED BY IIMC |
||
|
4.1.1 POST-GRADUATE DIPLOMA COURSES : In the service of
fresh graduates aspiring to become media professionals, IIMC is offering the
following Post-graduate Diploma courses; A.
Post-Graduate Diploma in Journalism (English and Hindi) : B.
Post-Graduate Diploma in Advertising & Public Relations : C.
Post-Graduate Diploma in Radio & TV Journalism : D.
Post-Graduate Diploma in Journalism (Oriya) : |

All the above courses
are of one academic year duration i.e. August to April every year. |
||
| 4.1.2 In order to make the above Post-graduate Diploma Courses more valuable and meaningful, detailed interaction is carried out between the faculty of IIMC and the practitioners / specialists in the related fields of communication --- Print media, Electronic Media, Advertising, Public Relations, Broadcasting etc. Based on the input received from the industry, the above courses are regularly updated to provide more practical inputs and knowledge and exposure to the working environment. | ||
|
4.1.3 Admission to
various Post-Graduate Diploma courses :
For
admission to the above courses, a well laid admission process is adopted,
which is as follows : (i)
Advertisement for admissions through national Newspapers and also
through Employment News. The information for admission is also available on
the website of the Institute at iimc.gov.in. (ii)
Applications are received for different courses in the prescribed
application forms designed for each course. (iii)
Entrance test for admission to the Post-Graduate Diploma Courses is
conducted for the eligible candidates at notified centres across the country. (iv)
On the basis of the performance of the students in the entrance test,
candidates are called for interviews and Group Discussion at New Delhi and
Kolkata. (v)
On the basis of the performance of the candidates in the entrance test,
interviews and Group discussion, admissions are offered on merit in
each of the PG Diploma courses according to the number of seats available. |

The educational qualification
for admission to PGD courses is Graduation in any discipline. Course fee is
subject to change from time to time according to the rules and regulations of

4.2.1
Training
of Indian Information Services (IIS) Officers : |
||
| The Indian Information Service (IIS) is a Central Civil Service of the Ministry of Information and Broadcasting. The officers of the IIS are selected through the combined Civil Services Examination conducted by UPSC. The Institute provides a learning ground for the entrants to the Indian Information Service in communication techniques and orients them to public information in the “foundation Course in Communication”. For this, the Institute conducts 11-months’ in campus training programme for the Officers and for another months, they are attached with various media units at national, regional and local levels. Before joining the Institute, the trainee officers undergo a three and half month foundation course at Lal Bahadur Shastri Academy, Mussoorie , along with trainee officers of other civil services. They are posted in various media organisations and departments of the Central Government : the service is multi-disciplinary and incorporates all the areas of media communication. | ||

Diploma
Courses in Development Journalism : |
||
| The Diploma Course in Development Journalism for Journalists from Developing Countries is a prestigious programme of the Institute. Two such courses are held every year, each of them for four months duration. The Development Journalism course is designed to upgrade the skills of working journalists from the print and electronic media. | ||
|
4.4.1
Short
Courses, Workshops, Seminars and Conferences : |
||
| The Institute organises seminars, workshops and conferences on various themes of communication with a view to contribute for better understanding of mass communication issues in the context of India and other developing countries. The Institute also runs regular and short-term academic programmes for personnel of different media units. A number of specialised short term courses of one week to three-month duration are also conducted to meet the professional training needs of communication personnel working in various media / publicity outfits of the Central / State Governments and Public Sector Organisations. Many more organisations including Army and Paramilitary forces, World Bank assisted units keep on approaching the Institute for conducting such courses. These help in dissemination of information and enlightened opinions and emergence of sound conceptual formulations about communication processes and development in the country. | ||

Subject experts from leading
media houses and eminent practitioner are invited to deliberate and discuss on
issues of importance. Over the years, this has helped in creating a forum for
exchange of thought and expression, besides helping in developing sound
concepts, communication processes and referred material for researchers and
scholars. |
||

Consultancy
: The
institute provides teaching, training, research and consultancy services at
the request of departments of Central and State Governments, Public Sector
Undertakings, Universities and other Academic
bodies as well as foreign Institutions and International agencies. |

4.6.1
Research and Evaluation Studies
IIMC is a unique centre for mass
communication research. A systematic study of
communication has been an integral part of the Institute’s
academic pursuits and a base for media related policy formulations by
the Central government. Being the premier national institution in the field of
mass communication, IIMC has been undertaking many research projects for a
number of international organisations, government and non-government bodies. |

Publications

| Publications are an important part of the activity of the Institute. The publication programme of the Institute focuses in bringing out seminar reports, research studies, teaching manuals and books related to various aspects of communication. The Institute publishes two half yearly journals i.e. “Communicator ( English )” and “Sanchar Madhyam (Hindi)”, which not only report on the Institute’s academic work but also carries research activities on major issues in communication. | The Institute has a specialised library in the area of mass communication. It contains a wide range of books, journals and Video tapes on mass communication and allied fields. Documentation, Newspaper clippings and current awareness services are also added features of the library. 5.
EXPECTATIONS FROM CLIENTS AND CITIZENS |
||
| 5.1.1 Clients and citizens are expected to be benefitted from the different services of the Institute which are being provided as per guidelines and stipulation of bye-laws. The Institute follows the suggestions and directions given by its Standing Finance Committee, Academic Council, Executive Council and Governing Body. | ||

6.
GRIEVANCE REDRESSAL MECHANISM AND ACCESSIBILITY |
||
|
6.1.1
The services as per the standards
of the Indian Institute of Mass Communication will be provided and the avenues
available for redressal of any grievances arising out of unsatisfactory
service, have been outlined. Each employee of IIMC will constantly endeavour
to further improve the standards of service. |
||
|
6.1.2 All the employees can help IIMC in discharge of its
functions in a better manner by ensuring timely compliance of the duties
enjoined upon them by the rules and regulations of the IIMC society. For their
part, person seeking the Institute’s services should also ensure that
whenever they seek a service from the Institute, all the requirements for
providing it are satisfied at the application stage itself. |

6.1.4 Any person not satisfied by any service of IIMC, or
aggrieved by any other action or an action by the Institute, can seek
redressal of his grievances through this officer. Every such person shall be
entitled to be informed about the action taken on his / her grievance within a
period of 30 days from the date on which the complaint is received. |
||
|
If
any member of the public /
Institute desire to meet the Grievance Officer in connection with their
Grievances, they can do so without any prior appointment on all wolrking days
between 3.00 to 4.00 PM in her Office. |
||

6.1.5 If a complainant is not satisfied by the response
of the Grievance Officer of the Institute he / she can refer the matter to the
Grievance Officer of the Ministry of Information and Broadcasting, whose

| If any one wishes to offer suggestions for improvement of the services provided by the Institute, he/she can send them to the Grievance Officer at the above address, or drop them in the suggestion box kept in the reception area of the Institute. | ||

6.2.1 ACTION POINTS FOLLOWED TO
STRENGTHEN THE INTERNAL GRIEVANCE REDRESSAL
MACHINERY |
||
| 6.2.2 The Institute authorities have a human approach towards grievance redressal work, particularly while dealing with complaints of women, widows and handicapped persons etc. and for considering grievances sympathetically rather than mechanically. | ||
|
6.2.3 The name, designation, room number, telephone
number etc. of grievance officer are displayed prominently at the reception
notice board in the building. Adequate publicity is being given about the
public grievance redress machinery in the Institute. A complaint box is placed
at a convenient place for registration of complaints by members of public /
citizens. |
||
|
6.2.4 Measures are followed for expeditious disposal of
grievances so that the average time for disposal is reduced considerably to
below three months. Each grievance petition is acknowledged. Even if no action
is warranted on a petition reply intimating the stand of the Institute is sent
to the petitioner. Grievances received are analysed with a view to identify
the major grivanceprone areas and devising corrective measures to reduce the
scope of occurrence of grievances. |
||
|
6.2.5 The feedback mechanism and monitoring system for
grievance redressal is strengthened, so as to ensure timely submission of
reports / returns about the redressal of grievances to the Department of
Administrative Reforms & Public Grievances. |
||
|
7. IN-BUILT
SCHEDULE FOR PERIODIC REVIEW |
||
|
7.1.1 For the purpose of administration, sanction and
review, the matter are referred to various committees constituted by IIMC
under the provision ---- Standing Finance Committee, Academic Council,
Executive Council which meet periodically i. e. once in a quarter and half
yearly or as per agenda and Governing Body meet once a year. |
||
| 7.1.2 The Grievances from any citizen who is related with the functioning of IIMC are reviewed monthly by the Grievance Officer of the Institute and if necessary they are referred to the Grievance Officer of the Ministry of I & B for final redressal. | ||
|
Executive
Council |
||
| The general superintendence, direction, control and administration of the affairs of the Society and its property and its income shall vest in the Executive council of the Society which shall exercise all the powers of the society including , without prejudice to the generality of the foregoing, the power to acquire and sell property, the power to raise loan against security or otherwise, to advance money and to make appointments. | ||
|
BYE-LAWS |
||
| (i) The Executive Council shall have power to frame bye-laws not inconsistent with these Rules and Regulations for the Administration and Management of the affairs of the society and to alter, amend, rescind, and replace the same from time to time. | ||
| (ii) Without prejudice to the generality of the foregoing provision, such bye-laws may provide for the following matters : | ||
| (a) The preparation and sanction of budget estimates, the sanctioning of expenditure, making execution of contracts, the investment of the funds of the society and sale or alteration of such investment, the accounts and audit. | ||
| (b) Powers, functions of and conduct of business by Advisory Boards or Committees as may be constituted from time to time and the term of the office of their members; | ||
| (c) Procedure for appointment of the Officers and the staff of the Society, the Institute and the departments established and maintained by the society; | ||
| (d) The term and tenure of appointments, emoluments, allowance, rules of discipline and other conditions of service of the Officers and staff of the society; | ||
| (e) The terms and conditions governing scholarships and fellowship, refresher courses, summer schools, research schemes and projects and establishment of a library, workshop or a laboratory. | ||
| (f) Such other matters as may be necessary for the objectives and the proper administration of the affairs of the society. | ||
| Subject to these Rules and Regulations, and Executive Council or any person or body whom the Executive Council may authorise in this behalf shall have the power to appoint all categories of Officers and staff for conducting the affairs of the society and to fix the amount of their remuneration, subject to budget provision and also to define their duties. | ||
| As provided in Rule – 34 of the Memorandum of Association and Rules and regulations of IIMC society the Chairman may appoint any committee of sub-committee besides the Standing Committees to help in the discharge of such functions as he may determine. | ||
| The Director of the institute shall be appointed by the Executive Council with the prior approval of the Central Government on such terms and conditions as may be approved by the Central Government. |
